Dr. Loice M.A. Omoro is an accomplished environmental scientist and policy expert serving as a Board Member of CAFHED–Kenya. With over three decades of leadership in natural resource management, environmental governance, and institutional strengthening, she brings strategic depth and global perspective to the organization’s sustainability and policy oversight functions.
Dr. Omoro holds a Doctor of Science (Forest Ecology) from the University of Helsinki, an MSc in Forest Resources and Conservation from the University of Florida, a Post-Graduate Diploma in Soil and Water Conservation, and a BSc in Agriculture from the University of Nairobi. Her academic work has focused on ecosystem services, climate change, forest conservation, and sustainable land management, with numerous peer-reviewed publications and international conference presentations.
She previously served as Chief Officer for Environment and Natural Resources in Kisumu County— equivalent to Permanent Secretary—providing high-level technical advice, leading environmental policy formulation, overseeing climate change and waste management programs, and representing the county in national and international environmental agreements. She has also worked with international organizations including CARE International and the Namibia-Finland Forestry Programme, managing large-scale, donor-funded initiatives and strengthening community-based resource governance.
Dr. Omoro’s expertise in programme design, policy analysis, stakeholder engagement, and participatory development directly supports CAFHED’s mission to advance sustainable health and development. Her experience integrating gender, climate resilience, and community empowerment into environmental and development programming enriches CAFHED’s strategic direction, ensuring long-term sustainability, evidence-based governance, and alignment with global best practices
