Dr. Dorothy Achieng Omollo-Odhiambo is a Development Communication and Health Policy Specialist with over 15 years of experience shaping HIV/AIDS policy frameworks,
strengthening strategic partnerships, and leading high-level program design across Eastern Africa. She is a Lecturer in the Department of Library and Information Sciences at the University of Nairobi and a seasoned independent consultant in capacity building, communication strategy development, gender mainstreaming, sexual and reproductive health, and HIV programming.
Dorothy previously served as HIV/AIDS Advisor for USAID’s Health Policy Initiative in Kenya, where she coordinated with key government ministries on program implementation, financial oversight, and policy alignment. She has provided technical assistance to the National AIDS Control Council, Ministries of Health, FBOs, and CSOs, and served as Regional
HIV/AIDS Partnership Officer for the International Federation of Red Cross and Red Crescent Societies East Africa Regional Delegation, supervising multi-country strategic planning across 14 nations.
At CAFHED, Dr. Dorothy brings rigorous health policy analysis, governance insight, knowledge management expertise, and deep experience in gender-responsive HIV programming. Her strength lies in translating evidence into strategy, ensuring institutional accountability, and positioning CAFHED within national and regional health policy ecosystems. In short, she brings clarity, credibility, and systems-level thinking to the Board.
